General Principals of Prosecutor Ethics

Prosecutor Ethics General Principles and its Policies

The Legal Department and the Supreme Public Prosecutors Office changed the “Prosecutors Ethics General Principals Full Text and its 15 Articles (1999)”, into a more specific Full Text and 23 Articles, and implemented  “Prosecutor Ethics and General Principals and its Policies” in 2007.

This change from the General Principals in 1999, was based on the increase in more recent cases in which prosecutor’s ethics were violated, and the increase of need to adjust to modern society.

The principal reform in 2007, provides more specific rules for prosecutors to follow, which were based on advanced models from overseas.

With more specific guidelines, implementation of ethical education and supervision, strict punishments, and creating a contract for all prosecutors to sign, these changes are expected to be a new guideline for prosecutors to prevent falsification cases such as that of the East Seoul Prosecutor’s Case (in which the prosecutor was demanded for a false testimony) from happening again.
